Tear strength is an important parameter in the assessment of serviceability of a product. Therefore need to be focal on that before in-house the fabric.
Factors which mostly contribute to the tear is:
a. Physical Parameters - Fabric Construction i.e. Threads Per Inch, Yarn Size, Strength of The Yarn & Type of Weave.
b. Fabric Finishes or Finishing Treatment
Now once you in-house the fabrics or approved for cutting, then no way to change its physical properties until the lot is replaced with new one with changed physical parameters. Sometimes even unable to replace or change its physical parameters as buyer has its own norms fixed for a particular style, so bound to go with them.
So, only way to improve the tear is by treatment with chemicals and its much cost savior than the replacement of a whole lot.
A softener treatment, preferably silicone softeners can improve this property up to a certain mark.
Now, how it's happened?

In order to tear a cloth, the threads are broken singly. When a softener applied, it decreases the friction between yarns which allow the yarns to move and group together and broken as a piled instead of single thread and that leads to increase the strength.
